The Application of Remote Sensing Technologies to Environmental Enforcement Evidence

Over the past decades economic growth, Taiwan has been transferred from agricultural society to industrial society. The pollution and vandalism is accompanied by economic growth has drawn the government and public’s attention to the importance of environmentally friendly. Over past years, the government has promoted the environmental protection technology development and has been made some policies to prevent the occurrence of pollution and to suspend such cases for happening. Nonetheless, sudden major public pollution still appears from time to time and causes damages to the public society. This project aims at applying satellite imagery from FORMOSAT-2 and SPOT, as well as images from Unmanned Aerial System (UAS) and LiDAR to monitor environmental pollution. The objective of this project is to apply remote sensing technology to environmental investigation. The evidence of imagery data can be used to enforce the law and to clarify the liability on the damages. In addition, the data can also assist the damage assessment. 1. The accomplishment of the project this year includes using advanced remote sensing technology (satellite images) for ten times on Environmental Protection Administration’s behalf in evidence investigation collection (five times by using the Unmanned Aerial System and two times by using the Light Detection and Ranging). The cases include investigating waste disposal, water pollution and general environment etc. 2. Following the pattern of the previous year, the project uses sharing mechanism in the “National Land-use Monitoring Project” to conduct a 5-period regular monitoring and waste disposal notification under the supervision of The Construction and Planning Agency. 3. To introduce the attributes, using timing and updated equipment of remote sensing technology in the “Application of Remote Sensing on Environmental Enforcement Investigation Workshop”. The workshop has improved the capability and professional skills of the investigators. The Web-based Image Interactive Change and Detection system was also introduced and promoted in the workshop to enhance the application on using online tool.
